The Environmental Security Technology Certification Program (ESTCP) released a solicitation on January 6, 2023, seeking proposals for demonstrations of innovative environmental and installation energy technologies as candidates for funding beginning in FY 2024. The solicitation requests pre-proposals via Calls for Proposals to Federal organizations and via a Broad Agency Announcement (BAA) for Private Sector organizations. Pre-proposals are due March 9, 2023 by 2 p.m. ET.

ESTCP supports the demonstration of technologies that address priority DoD environmental and installation energy requirements. The goal of ESTCP is to promote the transfer of innovative technologies through demonstrations that collect the data needed for regulatory and DoD end-user acceptance. Projects conduct formal demonstrations at DoD facilities and sites in operational settings to document and validate improved performance and cost savings.

Detailed instructions are on the ESTCP website.

DoD organizations (Service and Defense Agencies) may submit pre-proposals for demonstrations of innovative technologies in the following topic areas:

  • Innovative Technology Transfer Approaches
  • Environmental Restoration
  • Munitions Response
  • Resource Conservation and Resilience
  • Weapons Systems and Platforms
  • Green House Gas (GHG) Assessment Methodologies for Military Construction Building Materials, Construction, and Lifecycle
  • Nonstationary Storm Analysis for Installation Engineering and Planning
  • Retrospective Assessment of Coastal Installation Protection Infrastructure
  • Automated Inventory Tools For Facility Related Control Systems (FRCS)
  • Energy Resilience on DoD Installations
  • Planning for Zero-Emission Heavy Duty Vehicles on DoD Installations
  • Transition DoD’s Grounds Maintenance Equipment to Zero-Emission Equipment
  • Water Resilience on DoD Installations

The Broad Agency Announcement (BAA) and Call for Proposals (CFP) for Federal Organizations Outside DoD are seeking pre-proposals for technologies in the following topic areas:

  • Innovative Technology Transfer Approaches
  • Green House Gas (GHG) Assessment Methodologies for Military Construction Building Materials, Construction, and Lifecycle
  • Nonstationary Storm Analysis for Installation Engineering and Planning
  • Retrospective Assessment of Coastal Installation Protection Infrastructure
  • Management of Impacted Soils and Groundwater
  • Engaging Energy Services Companies (ESCOs) and Utilities to Demonstrate Innovative Technologies
  • Energy Resilience on DoD Installations
  • Planning for Zero-Emission Heavy Duty Vehicles on DoD Installations
  • Transition DoD’s Grounds Maintenance Equipment to Zero-Emission Equipment
  • Water Resilience on DoD Installations
  • Detection, Classification, Localization, and Remediation of Military Munitions in Underwater Environments
  • Advancing Technology for Monitoring and Assessment of Natural Resources on DoD Lands
  • Advancing Technology for Rapid Survey and Assessment of Cultural Resources on DoD Lands
  • Demonstration and Validation of Corrosion Mitigation Solutions
  • Demonstration and Validation of PFAS-free Aqueous Film-forming Foams and their Evaluation and Training Methodologies

ESTCP Director Dr. Kimberly Spangler, Deputy Director Dr. Andrea Leeson, and the ESTCP Program Managers will conduct a webinar on January 20, 2023 from 1:00-2:30 p.m. ET. This briefing offers valuable information for those interested in new ESTCP funding opportunities. During the webinar, participants may ask questions about the funding process, the current ESTCP solicitation, and the proposal submission process. Pre-registration for this webinar is required. If you have difficulty registering, please contact the ESTCP Support Office at serdp-estcp.webinars@noblis.org or by telephone at 571-372-6565.
