National and International Regulatory Impacts on DoD Operations: Refining the Goals of DoD’s Strategic Plan for ‘REACH’

Description:  DoD must plan for the European Union Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) regulation in order to safeguard military readiness. While REACH is not a compliance issue for DoD, it poses potential threats to defense chemical and product availability, performance, and cost, especially with regard to commercial off-the-shelf products acquired under the same National Stock Number. Communication and cooperation with original equipment manufacturers and other defense industrial suppliers are essential to track formulatory changes and even possible counterfeit products before they enter defense supply chains as unqualified substitutes in mission-critical applications. This session delineated the various roles of defense, non-defense, and industrial stakeholders in implementing the Department of Defense’s strategic plan for REACH.
