The Environmental Security Technology Certification Program (ESTCP) released a solicitation on January 8, 2026, seeking proposals for innovative technology demonstrations for funding beginning in FY 2027. The solicitation requests pre-proposals via Calls for Proposals to federal organizations and via a Broad Agency Announcement for private sector organizations. Pre-proposals are due March 12, 2026 by 2 p.m. ET.
ESTCP bridges the “valley of death” by demonstrating and validating novel technologies at military installations. Our rigorous and well-documented demonstrations at Department of War (DoW) facilities and sites in operational settings provide the information needed by all DoW partners for technology transition and adoption.
DoW, other federal agencies, universities, and private industry can submit pre-proposals for technology demonstrations in the following topic areas:
- Management of Impacted Soils and Waters
- Demonstration of Munitions Response Technologies for Underwater Environments at Live and Test Sites
- Advancing Technologies for Severe Weather Prediction
- Maintaining Mission Continuity When Compound Natural Hazards Impact Complex Systems
- Advancing Live Fuel Moisture Estimation and Forecasting for Military Applications
- Frameworks for Multijurisdictional Management of Natural Resources to Support DoW Mission and Operations
- Alternative Cleaning Methods and Solvents for Weapons Systems and Platforms Maintenance Activities
- Demonstration and Validation of Corrosion Mitigation Solutions in Remote and Contested Logistics Locations
- Prototype Alternative Technologies for Demilitarization of Energetics
- Innovative Technology Transfer Approaches
