Objective
This project will develop and demonstrate an ArcGIS Online platform featuring standardized tools and dashboards to coordinate, track, and report on consultation and compliance activities across the Department of War (DoW). Currently, DoW services and installations use fragmented, inconsistent workflows for consultation with Federal, State, and Tribal entities. Each has different submission requirements, forms, and tracking procedures, creating operational inefficiencies and extended timelines. By establishing a unified, multi-echelon interface with standardized data fields, automated alerts, and real-time tracking, the Operational Picture Environment for Resource Management (OPENRM) will streamline consultation workflows and enable simultaneous engagement across multiple stakeholders. The demonstration will validate the platform's functionality, accessibility, and transferability across DoW installations.
Technology Description
The project team will work with the Department of the Air Force to develop a multi-tiered online platform to facilitate consultation and compliance tracking. The platform will accommodate hundreds of concurrent users with varying roles and responsibilities through customized applications and widgets. Standardized data fields, drop-down menus, and clearly defined terminology will establish consistency across submissions. Webhooks will provide real-time alerts when actions are taken. OPENRM will align with Federal Risk and Authorization Management Program moderate authorization standards and International Organization for Standardization 27001 information security requirements. The platform is designed to complement, not replace, existing geospatial systems such as the Air Force Geospatial Information Management System and Naval Facilities Engineering Command GeoReadiness Explorer. It will serve as a centralized consultation and compliance tracking tool.
Benefits
This research supports DoW's need to efficiently manage consultation and compliance activities while maintaining operational access to installation training lands. Fragmented consultation workflows across services and states create operational challenges including extended timelines, inconsistent documentation, and duplicative efforts. These inefficiencies divert resources from mission readiness. By demonstrating a standardized, multi-user platform that enables simultaneous consultation with multiple stakeholders, OPENRM will accelerate compliance timelines, reduce personnel burden on installation staff, and establish consistency across DoW services. Real-time dashboards will provide leadership with quantifiable metrics on consultation status and outcomes, enabling data-driven decision-making and resource allocation. The framework will be applicable across all DoW services and installations, with particular value for installations managing complex, multi-stakeholder consultation requirements.
