Objective
Installation resilience is essential to ensuring mission continuity, yet there are no standard methods or tools to perform analyses and make decisions. This project aims to provide data, standardized methods, and a simple tool to calculate installation-level and building level resilience vulnerabilities and needs. A Resilience Scorecard will be used for tracking, reporting, and informing investment decisions. A broad geospatial analysis across the U.S. will curate a dataset with values on grid reliability, weather, and other factors to consolidate information into one place for easy use with the resilience tool. Dissemination of the knowledge, tool, and skillsets in this work to Military Academies and through Department of Defense (DoD) events will improve the tool through iterative feedback and promote adoption through demonstration on case studies working hand-in-hand with DoD counterparts.
Technology Description
This project will complete an audit of all steps in the process between load/building prioritization setting (e.g., Energy Mission Integration Group, Utilities Mission Integration Group) and the resilience/modernization funding requests. Data gathering and DoD engagement will focus on the 28 installations from the Arizona Army National Guard to understand needs of small and large sites, and the 25 installations of U.S. Marine Corps Installation Command to understand needs of large sites dispersed across many location contexts and grid interconnection topologies. Technology translation will include synthesis of methods and data into a simple tool and scorecard for widespread use, and adoption will be advanced through workshops and relationships with Academies for early-stage testing, evaluation, and refinement of methods and tool. Performance will be measured through DoD partner feedback, adoption rates, use in prioritizing investment decisions, ability to consolidate disparate information into one repository for easy access, quantity of people trained and engaged, alignment of the tool with existing DoD investment decision processes and tools, and creation and adoption of a Resilience Scorecard.
Benefits
A unified process and metrics for assessing energy system resilience improvements enables consistent comparisons across technology portfolios and facilitates informed decision-making across the DoD. A Resilience Scorecard will be used as a simple output for annual tracking and reporting, and for comparison across installations. A data repository with broad U.S. geospatial data on reliability and resilience will be paired with branch-specific and installation-specific data to consolidate analyses for execution. The effort will also enhance DoD's ability to evaluate the cost-effectiveness of resilience proposals during design and investment decisions and prioritize investment decision making.
