The Environmental Security Technology Certification Program (ESTCP) released a solicitation on January 7, 2025, seeking proposals for demonstrations of innovative environmental and installation energy technologies as candidates for funding beginning in FY 2026. The solicitation requests preproposals via Calls for Proposals to federal organizations and via a Broad Agency Announcement (BAA) for private sector organizations. Pre-proposals are due March 6, 2025 by 2 p.m. ET.
ESTCP supports the rigorous evaluation and formal demonstration of technologies that address priority Department of Defense (DoD) installation strategic objectives. The goal of ESTCP is to promote the transfer of innovative technologies through demonstrations that collect the data needed for regulatory and DoD end-user acceptance. Projects conduct demonstrations at DoD facilities and sites in operational settings to improve efficiency, enhance resilience, and promote cost savings. ESTCP effectively reduces technical, cost, and execution risks associated with novel technologies.
DoD, other federal agencies, universities, and private industry can submit pre-proposals for technology demonstrations in the following topic areas:
- Innovative Technology Transfer Approaches
- Advancing Wildfire and Prescribed Fire Forecasting and Assessment Tools
- Management of Impacted Soils and Waters
- Building-Scale Water Reuse Technology Solutions
- Digital Tools for Microgrid Design, Acquisition, and Lifecycle Management
- Energy Resilience on DoD Installations
- Moisture Control and Strategies for Improved Indoor Air Quality
- Solutions to Improve Energy Efficiency and Performance of DoD Buildings
- Systematic Approach to Window Retrofits in DoD Buildings
- Water Resilience
- Advancing Measurement Methods and Modeling for Military Sound Analysis
- Innovative Data Integration, Analysis, and Visualization Approaches for Historical and RealTime Dataset for Natural Resource Managers
- Alternative Cleaning Methods and Solvents for Weapons Systems and Platforms Maintenance Activities
- Demonstration and Validation of Corrosion Mitigation Solutions
- Prototype Alternative Technologies for Demilitarization of Energetics
- Demonstration of Munitions Response Technologies for Underwater Environments at Live Sites
